Paul Barben Topic: World Klass Soldiers: The Evolution of a Hybrid Gang
Agent Paul Barben is currently assigned to the Special Enforcement Team/Gang Unit at the Lakewood Police Department, where he serves as a Gang Specialist. Agent Barben began his law enforcement career at Vail Police Department in 1997. After becoming a detecive in 2000, he worked general investigations for VPD and narcotics investigations as a member of the Eagle County Drug Task Force. In 2003, he arrived at the Lakewood Police Department as a lateral Agent and worked in patrol before being assigned to the North Sector Liaison Unit in 2003. As a member of the SLU, he primarily worked street crimes on the W Colfax corridor including prostitution and gang investigations. In 2007, he was assigned to the newly formed SET/Gang Unit, where he now primarily focuses on West Metro gang investigations.
Jaime Kafati was born in San Salvador, El Salvador, due to political unrest he migrated to the United States, in 1978.
In 1980, he joined and served one tour in the United States Marine Corps, and received an Honorable Discharge. On May 1st, 1985, he became a US Citizen.
He has been employed by the Denver Sheriff Department since 1991.
During his tour of duty, he has been assigned to the Gang Unit as a Deputy and a Sergeant, as well as FTO Sgt, the Internal Affairs Bureau, Civil Liability Unit, and currently at the Denver Sheriff Department's Training Academy.
During his tenure with the Denver Sheriff Department, he developed a Spanish course geared for Law Enforcement personnel, with an emphasis for Officer Safety and the trends on Latin American culture.
During a (4) year assignment with the Internal Affairs Bureau, Kafati undertook cases working closely with Colorado's North Metro Gang Task Force and the FBI's Public Corruption Unit, which subsequently resulted in the arrest and conviction, and termination of law enforcement personnel associated with gangs and corruptive behavior.
Additionally, his continued travels to El Salvador during and after the
(12) year war, has facilitated research and established contacts that enhanced his contributions and reports on the MS-13.
In 2007, Kafati contributed as a consultant to Tom Diaz, former counsel to the U.S. House of Representatives Subcommittee on Crime and Criminal Justice and the lead Democratic counsel in the House on firearms and terrorism, Mr. Diaz is currently writing a book relating to Latino Gangs in the US and abroad. Additionally, in December of 2007, Kafati contributed information on the MS 13 Gang to Tower Productions; for the History Channel's Gang Land series.
Robert S. Marquez, Special Agent,
Special Service Unit (SSU)-Redding
Robert began his law enforcement career in 1983 as a Military Police Officer in the United States Army. In 1986, he began his career with the California Department of Corrections as a Correctional Officer at CCI-Tehachapi. In 1991, he was selected as part of the initial activation team for Wasco State Prison. In 2000, he promoted to Correctional Sergeant at North Kern State Prison. In 2000, he transferred to Pelican Bay State Prison and in 2001 promoted to Correctional Lieutenant where he was assigned to and responsible for the Security Squad and Institutional Gang Investigations (IGI) Unit. As IGI Lieutenant, he was responsible for conducting hundreds of investigations relative to gang activity/affiliations. In 2002, he co-authored a proposal to reorganize the gang unit to include implementation of the “Short Corridor” in the PBSP-SHU. In 2004, he promoted to Special Agent, where he is assigned to the Special Service Unit (SSU)-Gang Intelligence Operations which is responsible for, but not limited to, reviewing gang validations submitted by the prison IGI units, conducting investigations relative to gang activity and providing training to local law enforcement regarding prison gangs. Robert has provided gang training to numerous Universities/Colleges, and local law enforcement within California, Nevada, and Arizona. Robert was a Subject Matter Expert for the POST videos, “Gang Members: The Hidden Threat, 2004”, and “Gangs and Drug Laws, 2008”. Robert is an Advisory Board member of the California Gang Task Force.
